Details

Use a mouse with wheel.

Go over a link which has hover state in CSS. 
Do not move your mouse, just use the scroll.
The pointer goes out from the link, but the link stays in the changed state.
(In IE if you do this the link stay also hovered, but if you move your mouse IE
corrects the error)
