The phone I used was:
Samsung Galaxy SII, AT&T Skyrocket (SAMSUNG-SGH-I727)
Android 4.1.2, Cyanogenmod 10.0.0-skyrocket
I was able to get sound to come out of the headphones instead of the built-in speaker by unplugging the headphones and replugging them into the phone.

I don't think this related to WebRTC. We don't do anything with altering the output of volume on headphones vs. speaker. This is likely either a bug at the Android stack layer or a problem with your headphones. As such, I'm closing this as invalid, as this is not a bug targeted in this bug tracker.
