* As orientation and width changes, views need the ability to tweak and refresh their contents in response. E.g. re-arranging grids, adjusting labels 
* BrowserUI already notifies on a "metro_viewstate_dom_snapped" topic. Lets make that a metro_viewstate_dom_changed so browserUI can still do its thing first
* TopSites in particular will need to observe this topic, to toggle its grid itemtype attribute as it goes in/out of the snapped viewstate
* This is a prerequisite to the start UI becoming responsive
