The management functions for topsites, bookmarks, history, remote tabs are scheduled for v2. If #start can be reused for snapped-view, most of the panelUI becomes dead-wood. We should remove those elements which are not used and plan to reinstate it only when it is needed.

Removing the unused panels after change on Bug 892046. The only panel left is console.
