Description: Offline message that displays in browser is not localized
Repro Steps:
1) Updated to Leo Build ID: 20130713070209
2) Open the Browser App with data and wifi disabled.
3) Attempt to go to a website ex: www.mozilla.org
Actual:
Offline message that displays in browser is not localized
Expected:
User should see offline message in the language the user's phone is set to.

This bug depends on bug 893802, we don't include gecko localizations for this locale yet.

In 2.0 a custom, localized message appears instead of the Gecko stock message.
