As a BU I want Local 3rd party apps are not installed, updated or uninstalled via FOTA Acceptance criteria: * Local 3rd party apps can only be included in factory build * FOTA update will not modify storage and configuration of Local 3rd party apps

Note - This is a conflicting product requirement with bug 884735 that says the exact opposite of what this bug is stating. When product and content was consulted on this, the current argument was that FOTAs can modify the 3rd party app configuration as a backdoor mechanism.

I have reviewed 884735 as well. While Content team would promote the use of this feature with great discretion, both are useful. 1) Push a 3rd party app with a FOTA has been requested by our two existing carriers specifically for YouTube. There may be other instances of 'hot' apps such as WhatsApp that may make sense to alert the user that we now have available if they opt in to receive it. 2) I don't see Mozilla using FOTA to delete an app, but there should be a mechanism to enable take down in extreme circumstances.

This bug has been fixed on 893800. Due to the way 3rd party local apps are installed, they're treated by the system as user installed apps and so they're not installed or updated. This fulfills the user story description.

Well...there's still the outstanding product discussion that didn't really happen here to ensure this aligns with the content team. To my understanding per other discussion threads, content wants the ability to push an updated customization to can add installed apps on a FOTA (e.g. 1.01 doesn't have YouTube, 1.1 does have YouTube). The policy is that OEMs we should not do this by default - this should be granted as an exception for a special need, not by default. But the ability to do this should be implemented, but only used when absolutely necessary. Peter - Can you confirm? If so, I'll point to the respective bug where a followup on the feature will be needed.

This user story has been verified with "OTA" updates . It should be verified with "FOTAS" but we can not generate it
