Details

1. Set
     user_pref("datareporting.healthreport.service.enabled", false);
2. Help > Firefox Health Report

Result:

* JavaScript error: chrome://browser/content/abouthealthreport/abouthealth.js, line 27: reporter is null

Expected:

* No JS errors
FHR is going away per bug 1209088, wontfix.
