Details
Right now, you have to set a pref and restart, or use the "restart" gcli command with a "true" parameter to disable the cache. We should be able to do this without restarting, and more easily from our tools (rather than hidden away in a gcli command).

Or at minimum, we should add a "restart w/ disabled cache" menu item to Tools > Web Developer.
