Details

The desktop runtime should have a developer mode that makes it easier to develop apps for the runtime.  The mode would be enabled by a Firefox hidden preference (or another subtle affordance that isn't exposed to regular users), and it would provide developers with at least the following functionality:

* a remote debugger server enabled by default, so developers can connect Firefox's remote developer tools to an app running in the runtime;
* easy access to the about:crashes list of crashes via a Developer menu with a Crashes menu item or other obvious affordance.

Per bug 1238079, we're going to disable the desktop web runtime and remove it from the codebase, so we won't fix these bugs in it.
