Same here. Noticed that click to play does NOT work anymore on 2 of my machines (Win7x64) after FF auto-updated to v23. about:config -> plugins.click_to_play is enabled (hasn't changed since previous version)

This is expected behavior due to the click-to-play changes from bug 880735 et al. Note that you can set Plugins to "Ask to Activate" in the add-ons manager.
