Steps to reproduce:
Newly installed plugins should default to "Ask to activate" and for that plugins.click_to_play should default to "true".
If you think this is too hard for many users, give at least an about:config option to set, if newly installed plugins should default to "Ask to activate", "Always activate" or "Never activate".

This is going to happen in Firefox 25

"Ask to activate" will be available in the Addons Manager list, but won't be selected by default. There is no point in blocking up-to-date plugins by default.

Paul, are you following firefox-dev? You marked this incorrectly, and your comments are also incorrect, since we do want plugins to be click-to-play by default. Bug 899080 is working on that right now.
