When I click in the URL bar to get the dropdown
location history, the scroller/elevator acts oddly.
In particular, as I grab it and drag down to scroll
the list, nothing happens until I'm well below
the list bottom. This happens in the majority of
windows, but not all.
At some point as I continue to move down, the history starts
to scroll normally, but I'm now about 100 pixels below where I
should be.
Reproducible: Sometimes
Steps to Reproduce:
1.Click on dropdown menu on URL bar.
2.Grab scroller elevator thingy.
3.Continue to grab and move down
Actual Results: Elevator doesn't scroll until you're far below the
actual range that you should be.

OK, since my description sucks, I tried to make a diagram to help describe the
problem. Maybe this isn't any better, but at least I'm trying.
See the attachment as you follow along:
When I click on the red X and drag down, nothing happens. However,
if I drag down far enough (to the bottom of the red arrow) the scroller
elevator starts to move (it's now well above the pointer). I can drag
the mouse up and down through the green range and scroll up and down.
It's as if the scroller widget thinks it's about 100-200 pixels
away from where it really is.
