Is this caused by broken access keys for this locale? Does this only happen on Linux or all platforms? Please test this.

I'll look into this. There's the same issue for Windows NT 6.2.9200 with [he] locale. Will have an update soon.

This fails similarly to bug 895843 due to the number of engines on those locales. We need to enhance the test to work regardless of the engines number. At the moment these locales have 4 engines and we reorder the first 3 engines and then just move up the last one.
In this case the last one goes over the third so our initial reorder gets messed up. On locales with more than 4 engines that would work fine.

Mario already has a fix in bug 895843 that I'll review shortly so marking this dependent.

The fix in bug 895843 has been backported, I checked the two affected locales we had and the failure is gone.
