Follow-up to bug 906119. We need to drop the -RELEASE flag that we set in configure.in based on $DEVELOPER_OPTIONS, and profile the builds to see what's causing us to spend way more time running some of the Windows 7 debug tests, such as browser-chrome with and without that flag.

I still don't think it's a good idea to do incremental builds on releng builds, for reasons given in bug 906119.

I don't feel strongly about this, please WONTFIX it if you do.
