I currently have no idea how to reproduce this but sometimes active downloads that I just started do not appear in the downloads panel. The button displays a progress bar and the remaining time but the panel shown is empty.
Even stranger is that in my main window (with pinned tabs etc.) there is the empty panels as described. In another window however, the download panel shows all active and also one completed download (that is missing in the main window as well).
I see no relevant errors in the console. This is not a recent regression, I've had this happen to me for quite some time now since the new Download Manager landed.

I wonder if removing all the legacy Downloads Panel code in bug 899110 might
help in highlighting possible race conditions and solve this issue.

Could not reproduce the issue on the latest Nightly on Mac OS X 10.8 - I performed downloads in several Firefox windows but the panel and the downloads indicator remained synched in all of them.
Since QA can't reproduce this locally I'm removing the qawanted keyword. Please re-add it if you have more details that could help reproduce the issue.
