Actually, this turns out to be fixable in a different bug.

This is obviously a bug in Mozilla. A user on a dial-up connection should be able to start mozilla when not connected to the net and then start surfing when he's connected. It's as simple as that.

Marking NEW. If this can be solved by a different bug, then this can be open still and dependent on the other bug. Benc: gonna keep us all in the dark? :)
