* Symptom:
1. Unable to find any BT device and also can't be discovered.
* Reproduce Steps
1. Open the settings app on the device.
2. Toggle bluetooth button to turn on the feature and enable "Visible to all".
3. Open the Bluetooth Preference settings on other BT devices.
4. Select the device name from the "Devices in the area"
5. Search the tested device in another one BT device.
* Actual results:
1. The tested device could not find other BT devices and it also could not be discovered by other BT devices.

Clearing smoketest keyword also as these bugs right now aren't red flag bugs right now. They will be when a mainline production device uses JB.

In fact this should the same thing as Bluedroid GAP implementation, which has been already done in bug 911950.
Mark as a dup of bug 911950.
