Renominating this patch. It's detached from the previously intended v1.2 e.me refactoring and UI changes.
It's an important fix to e.me data reporting for better data compliance and to allow better e.me search results.
It's low risk, has no UI implications and doesn't affect homescreen perf.

Ran, what is the implication if this does not get in? We can now only take blockers and I'm not sure if this qualifies.

We've talked it over and decided it shouldn't be a blocker for koi.
Instead, we'll nominate the riskless Bug 934768.
