Go to Settings > Display and set Screen timeout to 1 minute. 2. On the home screen, tap on the E-Mail icon to launch the email app. 3. Setup a new email account or ensure that one is already configured with the following options: A. Check for new messages: Every 5 minutes B. Display notifications for new messages: ON 4. Press the home button to send the email app in the background. 5. Allow the phone screen to time out through inactivity. 6. On a computer, sign in to the configured email account and arrange to receive emails in it. (This can be done either by sending emails from another account or by subscribing to a high-volume mailing list.) Expected Results: After 5 minutes, the email app should sync with the mail server. The email app should generate a notification of new email received by sounding a notification alert and vibrating the device. Actual Results: Once the phone screen times out, the email app does not sync with the mail server. The email app does not generate a notification of new email received by sounding a notification alert and vibrating the device. Steps to reproduce (continued): 7. Turn on the phone screen but do not unlock the phone. Actual Results: The email app immediately syncs with the mail server. If new emails have arrived, it groups them all into a single notification on the phone lock screen. (see screenshot attached)
To better understand what's going on here, please provide an 'adb logcat' trace as described at https://wiki.mozilla.org/Gaia/Email/RequiredBugInfo. Thanks!
This could be a result of wifi being turned off, but as :asuth mentioned logcat would confirm. It would also be good to know if data was enabled through the cell radio and SIM card was installed. Bug 907028 (best approach for wifi wake lock) should be used to track fixing the issue if it does turn out to be an issue with wifi not being turned on.

Wi-Fi output in adb: ON 3. On the home screen, tap on the E-Mail icon to launch the email app. 4. Ensure that an email account is already configured with the following options: A. Check for new messages: Every 5 minutes B. Display notifications for new messages: ON 5. The email app syncs with the mail server and fetches new email for the account. 6. Press the home button to send the email app in the background. 7. Allow the phone screen to time out through inactivity. Wi-Fi output in adb: ON 3. Go to Settings > Wi-Fi and disable it. 4. Ensure that SIM Card with data plan is inserted in the phone. Go to Settings > Cellular & Data > Data Connection and enable it. 5. On the home screen, tap on the E-Mail icon to launch the email app. 6. Ensure that an email account is already configured with the following options: A. Check for new messages: Every 5 minutes B. Display notifications for new messages: ON 7. The email app syncs with the mail server and fetches new email for the account. 8. Press the home button to send the email app in the background. 9. Allow the phone screen to time out through inactivity. 10. On a computer, sign in to the configured email account and arrange to receive emails in it. Actual Results: After 5 minutes, the email app syncs with the mail server. The email app generates a notification of new email received by sounding a notification alert and vibrating the device. The output of |adb logcat| terminated at line 1434 as soon as the phone screen timed out. The rest of the output was obtained after turning on the phone screen and unlocking the phone.

This appears to be bug 907028. Once we have a solution for 907028 this would resolve the behavior seen here.
