Was hoping this was bug 906041, but I can reproduce this still with that fixed.
Currently using steps such as those below get the browser into an awkward state where there's a content between showing about:home and content at the same time. The steps below work for me, there might be an easier way to get into this state.
i) Visiting a site
ii) Enter Guest Mode
iii) Exit Guest Mode
iv) Tap the url-bar
v) Begin to type, and then hit back

Reproducible on my Samsung Galaxy SIV and Nexus 4 on 4.3 thus far.

Updated wrong phone here; updated to today's build (09/18) and this is fixed.
