Bug 870100 has relnote-firefox=25+, but it shouldn't because it was later disabled on Beta (and release) in bug 912763. So "Blank or missing page thumbnails when opening a new tab" should be removed from http://www.mozilla.org/en-US/firefox/25.0beta/releasenotes/.
akeybl owns the FF25 release notes as I understand it (https://wiki.mozilla.org/Release_Management/TeamWiki)
