This is a meta bugs covering the minimum work needed to get Nexus 4 into a dogfoodable state, by dogfoodable I mean public builds that have OTA updates enabled and are easily installable.

I added a dependency on a bug which makes the phone not really usable. That's not really about builds/updates, but does block dogfooding.
