The OverflowableToolbar code currently lives in CustomizableUI.jsm, but code within toolbar.xml needs to know about it and it makes the connection between these two files too tight. We should just move the OverflowableToolbar code to the toolbar.xml binding.

We'll do the reverse at some point and move code out of XBL bindings. :-)
