Running ./mach build toolkit/content/ or ./mach build toolkit/themes should not force a rebuild of xul.dll

Details
/toolkit/content and /toolkit/themes only contain front-end files which are destined for a jar manifest, so if either or both are the build targets then we shouldn't need to rebuild xul.dll.

More specifically, running `./mach build toolkit/content` looks to force a rebuild of /toolkit/library.

FWIW, dumbmake, which is what is doing this, is due to die as mozmake make it to mozillabuild. (bug 925350)

When I changed my DirectX SDK installation path to no longer have any spaces this problem went away.
