A minor UX improvement we could do the persistent notification for getUserMedia is to open the relevant app using the mic when a user clicks the persistent notification.

I agree that tapping the notification should do something. Is it set in stone that it should open the application though? I would prefer a prompt that allows me to mute/cancel the streams. This would be inline with what we do in Firefox on desktop. See also bug 1006361.

Not set in stone - this was just an idea on what to do with the UX. We can change it if you like.

If this is related to recording, I'm wondering if it's something we need to include in the 2.1 systems tray. The systems tray handles system information and controls (including media playback) while whereas notifications are more related to personal notifications and communications.
