if alert() is in wrong charset, one must resend the <Form> just to view it in a different charset

Steps to reproduce:
Filled out an email form which produced an alert in the wrong charset. I then clicked in View->Character Encoding->Big5
Actual results:
It said it had to resend the form, possibly causing me to send the boss a 2nd message, (each time I wanted to try a new character set guess too!)
Expected results:
Just show the alert in the different charset!
