Details
We should investigate how exactly IE's ISO-2022-JP decoder works. If it accepts Shift_JIS byte sequences, we should probably make ours accept them as well in order to increase interoperability for pages that are labeled as ISO-2022-JP and to give users fewer reasons to use the encoding menu.

See iso-2022-jp-* files in http://dump.testsuite.org/encoding/ suggest it does, including Katakana support. Note that neither Safari nor Chrome has this setup at the moment.

Let's not do this unless Microsoft ends up pushing Chromium to do this.
