nsGlobalWindow::SetHasGamepadEventListener is a bit of a misnomer now that bug 936104 uses it whenever someone calls navigator.getGamepads(). It simply indicates that the window has either added a gamepad event listener or has called getGamepads, so the gamepad backend should be spun up to look for devices and send events to this window. smaug suggested splitting it into two methods: WantsGamepadUpdates() / DisconnectedFromGamepadService().
