Flashing the OEM build (1.2) and then flashing Mozilla Central (1.4) will cause the keyboard not to appear

Prereq: set pin on SIM
1. flash the US-V1.2-Dev-20131209.cfg build on to the device
2. flash Mozilla Central build
3. go through FTU, until you get to the SIM Pin lock
Expected: keyboard should appear as the cursor is in the text field.
Actual: no keyboard appears, you are forced to skip
Note:
1. reseting the phone ( settings -> device information -> more information -> Reset Phone ) will cause the keyboard to appear again.

12/11 build doesn't have this fix. We would have to wait until tomorrow's build or build a new one. so marking it as a dup.
