The bottom row key widths should adjust based on the amount of available space in the keyboard layout to be more proportional with the rest of the layout.

As a example:
The bottom row keys on English keyboard with no IME enabled should have a smaller space bar and a larger [?123] keys so that the [space] key is better centered to the keyboard layout.

A spec that considers all the keyboard layouts and variations should be made so that all the cases are covered and that a IxD evaluation can be made on the changes.

Working with Mike on new keyboard layouts... which should address this bug... lets close it to remove confusion.
