Required for 1.3 (Telefónica I+D Geeksphone trial)
Hebrew is a RTL language, and supporting RTL is a feature. 1.3 is feature-complete, thus I'll resolve this WONTFIX.

Also fixing dependencies, and marking this blocked by the RTL tracker, bug 906270, to make the dependencies clear.
