move search picker and filter picker into msgFolderPickerOverlay.xul
ideally, I'd like to move any folder picker xul templates into that file.
when we get around to writing XBL widgets for pickers, it will help. until
then, it will when people fix pickers to fix them all.

Also rename the file to be more generic in that case: msgPickerOverlay.xul maybe

Given that we already are pretty far down the road to xbl-widgets, I'm inclined to say this bug is wontfix. The filter-picker has already been ported to the new xbl-widget (see bug 435804 and bug 413781). Expect an xbl-widget replacement for the search-dialog's tree-style picker soon.

R.WontFix, per comment 4.
Currently, msgFolderPickerOverlay.xul is referenced by only
http://mxr.mozilla.org/comm-central/search?string=msgFolderPickerOverlay.xul&case=on
/suite/mailnews/jar.mn
/suite/mailnews/search/FilterListDialog.xul
/suite/mailnews/search/SearchDialog.xul
and I assume these will (be able to) go away in/after bug 460953.
