IIRC, entities named *.key are meant to represent commandkeys (that is, the keys which are used in combination with Ctrl or Cmd, e.g. Ctrl+P for print). Usually these commandkeys are not being changed in localized versions (e.g., Print is still Ctrl+P in Lithuanian Firefox).
However, at least in Linux, and I'm pretty sure that in Windows as well, entities with such names from debugger.dtd are used to specify accesskeys instead (that is, the underlined letter, which indicates the keyboard key one can press to activate that particular control in combination with the Alt key). This is confusing to localizers, because accesskey usually are changed to different letters in localizations.
