Firefox accounts has a bunch of temp strings in the code right now. Let's move them out of the l10n system until they're ready. Bug 960130 is about getting the strings ready.

Fernando, would you be a good reviewer for this? Note: While this file is at the new location, you can ignore the l10n rules about key changes. They'll start getting into place when the files are exposed to localizers. Note 2: When undoing this change, we should rename locales.ini to locales/locales.ini, no reason to call it locales_fxa.ini.
