Firefox accounts has a bunch of temp strings in the code right now. Let's move them out of the l10n system until they're ready.
Bug 960130 is about getting the strings ready.

Note: While this file is at the new location, you can ignore the l10n rules about key changes. They'll start getting into place when the files are exposed to localizers.
Note 2: When undoing this change, we should rename locales.ini to locales/locales.ini, no reason to call it locales_fxa.ini.
