Reported by an IRC user who wishes to remain anonymous.
On Windows 7 64, the problem is intermittent, but when it happens, clicking on unloaded background tabs doesn't automatically load them. "Reloading" the tab (not sure if via the icon or tab context menu) work well. When it happened, it happened for all unloaded background tabs.

Also, ttaubert suspects it could be a regression of bug 942374.
