I believe this is caused by one of the search suggestions being clicked in the Browser Search screen, instead of the go button (as per bug 946656 comment 103). I'm not sure why this might happen. This might be solved by pressing the enter key instead of the go button in the UI, but then we're less thoroughly testing the code paths.
