[DSDS] When there is no network coverage, trying dial out calls will get "Invalid phone number" warning message.

When there is no network coverage, trying dial out calls will get "Invalid phone number" warning message. It should show out of coverage or require network warning message other than indicate phone number is invalid while it's a correct number.

Warning message indicates that needs network first.

Looks not a device-specific issue. Another similar issue: Bug 860073.

I can't reproduce this. I'm testing from the basement of the Paris office and we have no network coverage at all. I see a correct "No network connection message".
Eric: Can you still reproduce? If yes, could you give more details on the testing environment?

Left: No signal at all, stop searching.
Center: Data connection On, but signal is very faint, same as Enpei's comment 1.
Right: No signal, searching for network.
I cannot reproduce this with v2.0 on Dolphin either.
