Original mockup with reordering
We want to get this into 29, and this bug will track what strings we need since we're considering shipping without drag and drop reordering.

I think we can probably do what we currently have in Nightly, which is simply to not show any of that text before the list.

If we don't include any of the preface text, I find the menu options (e.g. "Set as default", "Hide", "Show") as a bit unintuitive. If I just happened to wander into this menu, what is default? What does that mean?
"Set as default panel", "Hide panel", etc. I feel are better, but still not fantastic.

The current strings in 29 are appropriate for the basic functionality of the Home settings, and any additional functionality (reordering, etc) will add the new relevant strings, so closing this bug.
