Details

In bug 958440, we are trying to encode l10n data to blob in build time, and decode it in run time. There is less code shared in these two phases, and less benefit to keep encode and decode logic in a same file. The code is hard to understand and increase maintenance effort (see bug 958440 comment 29 for the problem we face).
