If the sum of the flexes on a > flex line is greater than 1, normalize appropriately, but if not, > leave the numbers alone.

I also filed bug 985304 on this (after the spec language solidified a bit more), forgetting that this bug already existed. Oops. Duping forward, since more has happened on the newer bug. (I've been making helper-bugs block the newer bug.)
