Sites which are listed as not able to display images (in the privacy menu) can
load shockwave flash plugins.
Could the blocked images list be extended to plugins?
Reproducible: Always
Steps to Reproduce:
1. Go to a site with a flash plugin
2. Block it from being able to display images
3. The site still displays the plugin when reloading the page
Expected Results: Not loaded the plugins.

"Bug 19118 now covers
- being able to change what plugins what handle what mime types.
- adding something similar to the cookie manager that determines whether a page
is allowed to load a plugin."
I think the second line is what you want.
