Description:
Sending a MMS or SMS to an invalid phone number results in the correct message being displayed, but it displays in English regardless of what language the phone is currently set to.

Repro Steps:
1) Updated buri to BuildID: 20140203181708 
2) Tap the settings button
3) Scroll down and tap Language
4) Change the language to any language other than English
5) Tap the home button to return to the home screen
6) Tap the SMS button on the home screen
7) Tap the 'Create New Message' button in upper right corner
8) In the 'To' section, type any random 10 digits
9) Add any text to the message section, then tap send
10) Tap the Error message that comes back
11) Observe the message display in English

Actual:
Error Invalid Number message always displays in english

Expected:
All error messages display in the language that user has phone set to

These messages don't originatr in the Messages app itself (and probably not from Gecko either).

Yes, these messages are sent by operator, not generated by sms app. There is nothing we can do (or we should do) for message from operator.
