Suppose that Bug 969943 turns out to be the win I expect it to be for running tests locally, and we don't use the mochi.test server for Robocop tests anymore. Then we should turn it off.
But of course, if we eventually *want* an ambient test server again (for example, for WebRTC tests, or Simple Push tests, or Payment tests, or Sync tests, or...) we'd have to stand such a server back up again. I think I'd rather see this "done right", where individual Robocop tests grew something like a head.js file that could configure whatever ambient servers are needed for that test, rather than having this hard coded ambient httpd.js server.
This ticket is controversial, and not something I expect to happen anytime soon.
