+++ This bug was initially created as a clone of Bug #966234 +++ Similar to OS X this fails on Windows 8.1 only. I cannot reproduce it on Windows XP and Windows 7, which are the platforms we have tested the patches on. The fix is clearly blocking our 2.1 release of Mozmill.

This most likely depends on bug 947248, which I have seen already earlier in terms of removing files from the profile with mozfile.

Actually I also hit this on a Windows 7 machine now. So it's not something which looked like a regression in Windows 8 only.
This bug got fixed with the release of mozprocess 0.18. There is no need to release a new version of Mozmill for it, given that mozprocess picks up the changes due to >= 0.17. I'm currently uploading new environments for Mozmill 2.0.5. Actually this bug has really the same underlying issue as bug 966234. So finally duping it.
