Once we have the native OS.File read function, we can switch from NetUtil to OS.File.read to read the webapp.json and the manifest files.
In bug 981085, I've removed the _loadJSONAsync function from Webapps.jsm. Now we only have loadJSONAsync in AppsUtils.jsm
