2. Install "BugzillaJS - Tweaks for Bugzilla" addon: https://addons.mozilla.org/en-US/firefox/addon/bugzillajs/
3. Open a Bugzilla page

RESULT:
"BugzillaJS Preferences" menu and features do not appear.

Yes I am, although I haven't done much on it lately :(

BugzillaJS is using the addon SDK so I find it surprising that it is not working. This sounds like bug 1062024 to me.
