The older, multi-panel arrangement of extended lists of bookmarks made for
easier access. The scheme of using scroll arrows at the bottom and top, as in
the Windows Start Menu, is impactical for extensive lists.
In addition, when the bookmarks open a new panel to display the contents of a
folder (and the list is long enough), the bottom-most bookmark or the scrolling
arrow is off the screen (hidden by the taskbar).

I rated this as minor, since this is not a big problem, but it is difficult to
work with, especially after years of using Netscape 4x and how it handled
bookmark display. Being able to toggle between the two display formats would be
delightful... I just don't understand why the display format had to be changed
<shrug>. The old way worked fine and is what loyal users of Netscape are used to.
two "bugs" here - part is user interface design feedback, and is discussed in
several bugs already; bug 45700
bug 95960 (perhaps dup of bug 11756) mentions the browser not considering heigth
of Windows taskbar.
I agree that the scrolling arrows in bookmarks dropdown aren't very user
friendly. Personally I've stopped using dropdown bookmarks long ago and do all
my "bookmark stuff" in the sidebar instead.
