Selecting entire table to change pixel padding for border and content does not re-draw

Details
1.Insert a table into a new document (4rows 4columns 100% of window)
2.Select entire table
3.From drop down menu choose table>table properties and change padding from
default to 50 and click okay.
*Actual result*
The redraw does not take place until you begin to type inside of one of the
cells
*Expected result*
I expected the redraw to take place once I clicked okay.
Reproducible:Yes
Additionally: If you click inside of one of the cells and then go to table
properties and change the padding the re-draw will take place once applied.
Using Netscape 4.7 I was able to insert a table then select the entire table,
right click on the table, go to table properties and change the cell padding
and the change took place as soon as I clicked okay.
