WindowsPreviewPerTab implements the "Aero Peek" feature that shows live thumbnail previews in the taskbar on Windows 7.

During the customize mode transition, I think we can go ahead and disable this - since it appears to be adding some overhead during the transition on Windows.

Wrote up a POC that disables WindowsPreviewPerTab completely - let's see how that nudges CART:
