As part of removing the MOZ_OGG build-time config I made the ogg-dependent media mochitests run unconditionally and discovered some of them were bitrotten. Looking at tbpl files for current m-c it appears none of our 'run-if = ogg', 'run-if = webm', etc. tests are being run.
